Who Qualifies for Medicaid Transportation in Florida?

Two things have to be true for a Florida patient to get a Medicaid-funded NEMT ride: they must be an active Medicaid recipient, and they must have no other reasonable means of transportation to a covered medical service. That second condition is where a lot of confusion — and denial — happens.

Active Florida Medicaid

You are eligible for Florida Medicaid if you meet one of the categorical groups (children, pregnant, aged, blind, disabled, parent/caretaker relative, medically needy) and income and asset limits. Apply through ACCESS Florida (myaccessflorida.com) or call 1-866-762-2237. Once approved, you are enrolled in an SMMC managed-care plan and receive an ID card.

'No other reasonable means'

The plan may ask if there's a family member, friend, or public transit that could reasonably get the patient to the appointment. 'Reasonable' isn't 'possible' — a two-hour bus ride each way with three transfers usually isn't reasonable for a dialysis patient. Document why alternatives don't work: no driver's license, no functioning vehicle, no bus route within a mile, medical inability to ride the bus.

Covered destinations

NEMT covers rides to Medicaid-covered medical services: physician visits, hospital outpatient, dental, mental health, substance-use treatment, dialysis, pharmacy pickup after a same-day appointment, and rehab. It does not cover social visits, work, school, or grocery shopping.

Recertification
