NEMT Coverage by Florida County: Who Runs What

Florida's Commission for the Transportation Disadvantaged (CTD) designates one Community Transportation Coordinator (CTC) per county. The CTC is the local backbone for coordinated rides — Medicaid, senior programs, workforce, and disability. Managed-care NEMT operates alongside the CTC through contracted brokers, but the CTC still sets local safety, insurance, and drug-testing requirements.

How to find your county's CTC

Visit ctd.fl.gov and open the CTC directory. Each entry lists the coordinator, contact information, and the Local Coordinating Board (LCB) that oversees local service quality. LCB meetings are public — a fast way to hear real complaints and successes in your county.

Regions with the largest ride volumes

• Miami-Dade — highest overall trip volume, deep provider network, heavy congestion
• Broward — dense dialysis and rehab volume, aggressive on-time metrics
• Palm Beach — high senior population, strong PACE presence
• Orange — Central Florida hub, Disney-area airport transfers overlap with medical
• Hillsborough & Pinellas — Tampa Bay dual-county coordination
• Duval — Jacksonville anchor, largest rural periphery

Rural counties

In the Panhandle, North Florida, and inland counties, one or two providers usually cover 500+ square miles. Expect wider pickup windows and encourage patients to schedule earliest-morning appointments — a rural driver who is late to one 8 a.m. pickup is late for the rest of the day.
